Our Sages of blessed memory learned that since we are all descendants of the first man (Adam), we are all equal regarding loss of life.  And that anyone who kills a person -- is as if he destroyed a world and all it contains.  Since this applies to all humans, Gentiles as well as Jews, it is counted as one of the "Seven Noahide Laws".  That is to say, according to Torah, Gentiles are also commanded not to kill a person (not because of "Do not kill", which is a commandment only for the Jews).

לפיכך נברא אדם יחידי בעולם, ללמד שכל המאבד נפש אחת, מעלים עליו כאילו איבד עולם מלא  (משנה סנהדרין ד:ה)

חז"ל למדו שמפני שכולנו צאצאי אדם הראשון, כולנו שווים מבחינת אובדן חיים. וכל מי שהורג אדם אחד -- כאילו איבד עולם ומלואו. ומפני שזה נוגע לכל בני האדם, גויים כיהודים, הוא נמנה בין "שבעת מצוות בני נוח". כלומר, על פי התורה, מי שאינו יהודי גם מצווה לא להרוג איש (לא מפני "לא תרצח", שהוא מצווה ליהודים בלבד).

אמש נרצח באכזריות נער בן שלוש-עשרה הי"ד, על ידי מחבל ערבי. על פי התורה, העונש המגיע לערבי הזה עבור הרצח הוא מוות על ידי בית דין שלהם. ובמקום שאין להם בית דין, אנו מצווים להקים להם בית דין שידון אותם על פי מצוות בני נוח. כל זה אינו אלא בזמן שמקבלים "גר תושב", שזה בזמן שהיובל נוהג, שהוא כשכל ישראל גרים בארץ.

אבל עכשיו שאין מקבלים גרים תושבים ואין הערבים דנים על פי התורה, חייבים לגרשם מארצנו כדי שלא נזדקק להילחם בם כליל ולהשמידם בגלל איבתם הבלתי פוסקת כלפינו. כל רגע שמשאירים אותם בארצנו, מעלים להם תקוות שווא שינצחו אותנו -- וזו מידת אכזריות מצידנו. שהקב"ה הבטיח לנו שנחזור ונשלוט בכל הארץ, ומה שהוא מבטיח, ברוך הוא, הוא מקיים. יהי רצון שיקיים את הבטחתו לנו בקרוב ממש!

Yesterday a thirteen year old boy was cruelly murdered by an Arab terrorist. According to the Torah, the punishment that Arab deserves for the murder is death by their court. And in a place where they don't have a court, we are commanded to establish a court for them, which will render judgement according to the commandments of the Noahide Laws. All this only applies, however, at a time when we accept "resident aliens", which is during a time when the "jubilee year" is in effect, which is when all Jews live in the Land.
