These are the stages of the children of Israel, by which they went forth out of the land of Egypt by their hosts under the hand of Moses and Aaron. (Num 33:1)
"Under the hand", not "by the hand". Since all the travels, from the leaving of Egypt until the entrance to the Holy Land, were by the hand of God, may He be blessed. and not by the hands of flesh and blood. As it is written, At the commandment of the LORD the children of Israel journeyed, and at the commandment of the LORD they encamped (Num 9:18)
Rather, Moses and Aaron were shepherding Israel, taking care of them and providing their needs. It is true that God, Who took them out of Egypt, is the one who actually provided all their needs in the wilderness -- but Moses and Aaron prayed on behalf of the people, and sought out their peace, and stood opposite God for them. And for this kindness, they were considered as shepherds, and therefore it says "under the hand" -- because their hands were upon Israel, to protect them and guide them on the proper path.
Not so the "shepherds" of today -- corrupted, whose only interest is in enriching themselves. We are indeed "under their hands", but we know that we will be redeemed soon -- not by flesh and blood -- rather, by the Holy One, blessed be He. Then we will reach the end of the "stages of the children of Israel", with the building of our Holy Temple, the ingathering of our Exiles and the coming of our righteous Messiah.
